Kellie Donnelly
I’m a no-nonsense problem solver with over 20 years of experience in the federal government. During my time as Chief Counsel for the Senate Energy and Natural Resources Committee, I helped negotiate, draft, and enact everything from major legislative packages and budget reconciliation measures, to targeted provisions and legal memoranda. With stints at the Senate Environment and Public Works Committee, the Department of the Interior, and in private practice, I’ve engaged in the policymaking process from almost every perspective.
Through it all, I’ve tackled the inevitable hiccups, roadblocks, and head-smacking problems that accompany working with Congress and the Executive Branch. In my experience, there is almost always a way to broker an agreement and find a path forward if you’re willing to put in the work and follow through on your commitments.
Before joining Lot Sixteen I worked for congressional members who’ve been lauded for their bipartisanship and ability to accomplish big things. As an attorney and staffer at heart, I help clients understand the nuances of policymaking – and develop creative ways to influence the process – in order to make strategic decisions about advocating for their interests.
I grew up in southeastern Massachusetts and graduated from the College of the Holy Cross. I originally came to DC to attend CUA’s Columbus School of Law but, after earning my J.D., never left. I live on Capitol Hill with my hilarious kid and a sweet, scaredy-cat rescue named Mittens.
